As 80lvl notes, at one time the Stingray engine, formerly called Bitsquid, was quite popular. Escape Dead Island, Warhammer: Vermintide 2 and some other games were made based on this technology.
In addition, the first part of Helldivers was created on this engine. Perhaps this is why the developers from Arrowhead Game Studios decided to make a sequel using outdated technology: most likely, the authors of Helldivers 2 made a lot of their own improvements to the engine.
Finally, there is a possibility that development on Helldivers 2 began before support for the Stingray engine was discontinued.
