The PRC has long banned the transfer of personal data of its citizens outside the country; because of this, Tesla was even forced to build a local data center in China to store video recordings from locally produced cars. According to the Nikkei Asian Review, US President Joseph Biden is preparing to sign an executive order that will prohibit the transfer of personal data of US citizens to unfriendly countries. The transfer of genetic, biometric and financial information that could be used to harm the interests of US national security will also be prohibited.

It is not yet clear whether this ban will affect foreign companies that have representative offices and infrastructure in the United States. Multinational companies will be exempt from these restrictions, but they will not be able to transfer information to third parties from specified countries. Attempts to “land” TikTok of the Chinese company ByteDance have already been made by the US authorities, but the initiative at a certain point died out halfway.
