The current U.S. administration’s belief in the need to maintain technological leadership on the world stage has led to initiatives that further polarize the market and its geographic isolation. U.S. authorities currently advise allies not to cooperate with China in the fields of artificial intelligence, semiconductor parts and critical minerals.

according to Reuters The U.S. government, citing its own sources, said it was preparing to send an official letter related to the AI ​​Opportunity Statement signed in June to 35 recipients. The latter will represent the interests of a certain proportion of countries that are prepared to assume obligations to the United States not to participate in initiatives promoted by China in relevant fields of activity.

This is not the first alliance the current U.S. administration has attempted to form as part of a confrontation with China. Last year, the Pax Silica Alliance aimed to ensure a stable supply chain for the development of the U.S. artificial intelligence industry, semiconductor industry and critical minerals. More than two dozen countries have joined the association, and Kazakhstan has also become an ally of neighboring China, which is unlikely to satisfy US authorities in the long run. In addition to the Pax Silica players, the new US initiative could also strengthen alliances with new countries that want to move in the same direction as them in the development of artificial intelligence.

China is also observing this polarization in the artificial intelligence market and is taking corresponding measures. In July this year, Xi Jinping established the World Artificial Intelligence Cooperation Organization, which will promote China’s open artificial intelligence model abroad. It turned out that Kazakhstan was a participant in both initiatives, so the duality of this political stance began to irritate U.S. officials. In a forthcoming letter to US allies, it is explained that it is not possible to hold two presidents in this field at the same time and that members of Pax Silica should not support competing associations targeting US interests. The call so far exists in the form of a draft document and it is unclear when it will be sent to recipients. The Chinese Embassy in the United States condemned the politicization of the technology sector and trade, calling such practices destructive. At the same time, it cannot be said that China’s policy in this field claims to be completely open. It is believed that Chinese authorities intend to restrict foreigners’ access to advanced locally developed artificial intelligence models. Kazakhstan has attracted attention from U.S. politicians for its rare earth mineral reserves, which are needed to develop the U.S. semiconductor and defense industries. The first country may become a substitute for the second country as supplies from China are limited for political reasons.
