The new status means OpenAI will have to pay more attention to the risks associated with the use of ChatGPT in Europe, including its impact on minors, users’ mental health, and the spread of illegal content. The law also prohibits advertising to minors and the use of membership information related to religious, racial and political views.
The very large online services and platforms category includes resources used by an average of at least 45 million people per month in the EU. The European Commission will also require ChatGPT, Reddit and Roblox to be more transparent about how their recommendation algorithms work. Companies have until the end of December 2026 to comply with the new requirements.
Henna Virkkunen, executive vice-president of the EU Commission on Technological Sovereignty, Security and Democracy, said the new status means a higher level of control and responsibility for listed sites. She said the decision was related to the impact of the services on citizens. “This designation means that ChatGPT, Reddit and Roblox will be subject to strict controls and accountability in the EU commensurate with their impact on citizens and society“,” Vikkunen said in the statement.
