Russian Ministry of Industry and Trade publish A draft order regarding the technical fee, deciding which items are subject to the fee, how much to pay for each category, and how the rate is calculated. Russia will begin collecting technology fees from December 1, 2026, and the funds collected will be used for additional state support for the Russian radio electronics industry.

The amount of the fee will depend on the type of device and whether its brand and model are marked on the country’s system of monitoring mandatory “honesty mark” labeling of goods. If such data exists, the reduced rate will apply. If not, the payment almost doubles.
For computers weighing up to 10 kg and containing at least a central data processing unit, keyboard and monitor, a fee of 500 rubles is recommended if make and model data are provided in the labeling system. If there is no information, the price will be 992 rubles.
For smartphones, if data is provided in the tag system, the technical fee should be 250 rubles, otherwise it will be 496 rubles.
For telephones for wired communication with wireless handsets, it is recommended to charge a fee of 100 rubles if there is information about the product in the system; if there is no information about the product in the system, it is recommended to charge a fee of 198 rubles. For equipment used in cellular networks and other wireless networks, the rates are 50 rubles and 100 rubles respectively. Finally, for other phones, the fee is 25 rubles with information and 49 rubles without information.
The Ministry of Industry and Trade explained the difference between the rates in hopes of reducing inflation risks without unduly burdening the consumer electronics sector, which is particularly sensitive to price increases. For manufacturers and importers, this means it will be advantageous for them to register the model number and trademark of their equipment in the labeling system in advance. Otherwise, higher tax rates may apply when releasing or importing electronic products.
Technology fees were introduced by Federal Law No. 425-FZ of November 28, 2025, of which Article 6 amended Federal Law No. 488-FZ on the Industrial Policy of the Russian Federation. This tax is paid by legal entities and individual entrepreneurs when importing electronic component bases, electronic modules, and industrial products containing electronic component bases and electronic modules into Russia or producing them in Russia.
As part of the implementation of additional government support measures, proceeds from technology fees will be donated to domestic radio electronics industry companies.
Initially, the technology collection was planned to launch on September 1, 2026. The deadline was pushed back due to the additional time needed to adapt business processes with the parallel implementation of the tags. The extension would allow companies to prepare infrastructure, avoid imposing regulatory burdens and factor payments into pricing, the Ministry of Industry and Trade reported.
