The Ministry of Industry and Trade of the Russian Federation will require the localization of printed circuit board production equipment

Under a package of amendments to government decrees, the Ministry of Industry and Trade will propose localization requirements for printed circuit board production equipment, parts and materials, which will stimulate the growth of domestic equipment demand. However, according to interviewees, Russia does not have the technology to produce high-precision sheets “merchant» Expert.

The Ministry of Industry and Trade plans to include 13 types of equipment in the list of mandatory localization of Russian products, including equipment for circuit board machining, X-ray inspection, photoresist application and processing, and chemical processing; sealing components are required, including chemically resistant pumps, fluid filters, and metering components; the use of domestic raw materials will receive additional localization points. Most of the requirements will come into effect on January 1, 2027: By December 31, 2029, for a device to be recognized as Russian, you need to obtain a score of 20 to 170 points, depending on the device type; from January 1, 2030, this range will increase to 40-240 points for 2013 and 2013 respectively.

As of the end of 2025, the Russian printed circuit board market capacity will reach 123 million square meters, of which domestically only accounts for 24%. In contrast, Russian manufacturers previously asked the Ministry of Industry and Trade to relax requirements for their production. The department believes that tightening the requirements will help increase business demand for Russian equipment. STO VITRI Corporation LLC produces cutting and etching equipment; LLC “St. Petersburg Center “Elma” – for application of liquid and dry photoresists, development and liquid chemical processing. Russia has not yet produced X-ray devices or equipment for pressing printed circuit boards.

Experts say that level 3-4 accuracy can be achieved using domestic equipment; experts say that for level 5, more stringent technical solutions are needed. Russian production still mainly uses foreign equipment; domestic suppliers still provide single samples without mass production, and the quality is worse than abroad. It will take decades for the production of printed circuit boards to be completely transferred to Russian equipment; but experts admit that by 2032, it will be very possible to develop domestic production for each stage.
