The rapid development of artificial intelligence systems has demonstrated their ability to influence information infrastructure objects, as happened in the “face-hugging” incident, so authorities in many countries are considering strengthening supervision in this field. The United States agreed with participating countries on general principles for the use of such regulations during the G20 summit in North Carolina.

The principles are not mandatory at the national level but allow the world’s largest economies to guide a common approach to limiting and stimulating the development of artificial intelligence and other emerging technologies. U.S. Commerce Secretary Howard Lutnick said that it will be very difficult to get all 20 countries to agree to adopt the proposed artificial intelligence regulatory principles, but the corresponding work has been completed. The resulting document is an even number received designation Carolina Principles.

Among other things, it means using AI regulatory principles adopted for relevant economic sectors without the need to create specialized agencies. Government agencies and private companies are encouraged to collaborate closely on emerging technologies and industrial research. By December, a more mature document defining the principles will be produced, which must be approved by participating countries at the G20 summit, which will be held at current US President Donald Trump’s golf club in Florida. In their current form, these principles are supported by representatives of Russia and China, as well as other G20 countries.

The grand event was attended by G20 representatives and gathered many influential figures in the AI industry, including Elon Musk, OpenAI CEO Sam Altman, and the head of Meta✴ The platform of Mark Zuckerberg and Nvidia founder Jensen Huang. The latter issued a number of statements, including calls for placing responsibility for the security of AI models on the companies that create them, rather than on national governments and officials. He believes there is a need to regulate actual and realistic risks, rather than theoretical risks. NVIDIA CEO said that the current artificial intelligence security situation of the entire industry is significantly better than that in the early stages of the development of such systems. Incidentally, Huang’s personality at the G20 event attracted a lot of attention; many attendees took photos with him.

Although the initiative has China’s support, Chinese representatives have opposed restrictions on the country’s access to advanced U.S. artificial intelligence models. The U.S. Commerce Secretary said he saw no reason to relax export controls on China’s supply of chips and advanced semiconductor parts production equipment. European countries have also accumulated many complaints about U.S. regulatory policies in the high-tech sector. At the same time, local authorities are aware of the need to coordinate international efforts to protect society from the threats introduced by artificial intelligence.

Huang, Zuckerberg and others in the industry have said they see no point in restricting access to open-scale models offered by Chinese developers. By providing maximum access to artificial intelligence tools, regulators are creating the conditions for improved infrastructure security, they said. Elon Musk advocates reducing regulatory pressure on artificial intelligence in Europe, estimating that the introduction of artificial intelligence and robots will bring potential growth of 20-30% to the global economy. While Altman supports the idea of creating global standards in AI, he opposes strict regulation and bans on the industry. He compares them to what it was like a century ago when the electric grid was widespread. He said that restricting the spread of artificial intelligence today would be equivalent to banning the use of electricity in that era.
