Konami has a special internal document describing the Silent Hill universe and the basic tenets of the series. However, the company deliberately doesn’t distribute it to all studios developing new games. Series producer Motoi Okamoto spoke about this, explaining that it was important for developers to independently study the series and determine the meanings and symbols they saw within it.
Okamoto says this approach allows the team to maintain its own vision rather than mechanically following a single guideline. As a result, different parts of Silent Hill may differ significantly in atmosphere, plot, and artistic techniques, but still belong to the same series.

This is especially true for Silent Hill: Townfall, developed by Screen Burn. The game takes place on the Scottish island of St. Amelia, and the story itself puts a new spin on familiar elements from the series. The developers explored Silent Hill’s legacy themselves, rather than relying solely on Konami’s internal material.
