Changxin Storage will fight in court to be placed on Pentagon blacklist

In a statement, the company insisted that it be excluded from a list of companies suspected of collaborating with the Chinese military. In the United States under President Joe Biden, it was added to this list. The claim text contains the following wording: “Changxin Memory is not affiliated with the Chinese military. Changxin Memory designs, manufactures and sells its DRAM chips for civilian and commercial use, not military use.”.

Exclusion from the list would free the company from contractual restrictions and reputational damage, the plaintiffs said. The lawsuit was filed in the U.S. District Court for the District of Columbia by representatives of Changxin Storage. The defendants in the case are the U.S. Department of Defense, currently led by Pete Hegseth, and two of his deputies. The plaintiff believes that the inclusion of Changxin Storage in the list is arbitrary and unreasonable, and also violates legal procedures. The company has been trying to justify its delisting since January 2025. In February 2026, the Pentagon “erroneously” almost removed Changxin Storage from the list, but corrected it on the same day. The company said that in the new version of the list in June 2026, Changxin Storage’s retention was not supported by other arguments. According to CXMT representatives, all of these actions by the U.S. military are not supported by factual evidence.
