Xbox acquired full ownership of PHYSINT development from Kojima Productions after Playstation refused to support the project two years after it was announced. Kojima said the game should be one of the most successful of his career, and he claimed he was surprised by Sony’s decision to actually cancel the project, which was currently in a fairly early stage of production.
As part of an interview for this publication IGN Hideo Kojima responded to the question of whether PHYSINT is planned to be released on the Playstation console. He said the final decision will be up to Xbox, but the game designers themselves don’t know yet.

I don’t know the answer to this question – you’ll need to ask Xbox. But I’m not sure. Based on Xbox’s previous statements, it seems to me that their position is that they want to reach as many players as possible, regardless of platform. I think this will be announced later. I’m not sure yet and can’t say anything for sure.
Earlier, Hideo Kojima himself stated that he had no grudge against Playstation due to the decisions made on PHYSINT. He said that he has a history of cooperation with Sony for nearly 30 years.
Right now PHYSINT doesn’t even have an approximate release date. The project is expected to be released no earlier than 2029-2030, and the game is currently further away from release than Hideo Kojima’s OD, which is also being produced on Xbox.
